In office 1997-1998: Ms. Hoang Thi Khanh was the Chairman, Prof. Dr. Chau Dieu Ai is the President.
Ton Duc Thang Private University of Technology by Ho Chi Minh City Confederation of Labor, with the initial goal of implementing Program 17-CTr/TU of the Ho Chi Minh City Party Committee “On building the working class in Ho Chi Minh City”. The reason for choosing the type of private school was to match the policy of the Government at that time. The school is honored to bear the name of President Ton Duc Thang. On September 24, 1997, the Prime Minister signed Decision No. 787/TTg-QD establishing Ton Duc Thang Private University of Technology.
Ms. Hoang Thi Khanh - President of the City Confederation of Labor is the Chairwoman of the founding council of the school, along with the council members are a number of prestigious teachers including: Prof. Dr. Chau Dieu Ai, Dr. Lieu Dinh Dong, Mr. Truong Dinh Quy, Assoc. Dr. Cao Minh Thi, Dr. Pham Hong Ky and Lawyer Nguyen The Ky.
The school's founding capital is VND 500 million, which is provided by the City Labor Confederation from the Trade Union's funding, without personal capital. The school office is temporarily located at 30 Tam Dao Residence, District 10, Ho Chi Minh city. Teaching space is rented everywhere in the city.
The Standing Committee of the City Confederation of Labor decided to appoint the Chairman of the City Labor Confederation as the Chairman of the Board of Directors (BOD) of the University.
From the very beginning of its establishment, the City Confederation of Labor gave the University complete autonomy in human resources and finance, and the City Labor Confederation directed the University's activities through the Board of Directors. Prof. Dr. Chau Dieu Ai is the first President.
In office 1998-2003: Dr. Dang Ngoc Tung as Chairman of the Board of Directors, Assoc. Dr. Bui Ngoc Tho is the President.
In 1998, Ms. Hoang Thi Khanh moved to the City Party Committee, Dr. Dang Ngoc Tung was elected Chairman of the City Labor Confederation, and was assigned to be the Chairman of the Board of Directors of the University.
In the early years, there were many difficulties: there were no facilities, the rental space and the teaching staff were still thin, there was a lack of operating funds, etc. Dr. Dang Ngoc Tung and other members of the Board of Directors (Mrs. Ha Thi La, Mr. Nguyen Huy Can) transferred all salaries of the President and members of the School Council (from August 1998 to December 2003) to School to purchase practical equipment for students.
In 1999, Dr. Bui Ngoc Tho as Rector replacing Prof. Dr. Chau Dieu Ai. Along with a number of key personnel transferred from General University, the teaching force was gradually consolidated, and the University's activities gradually stabilized.
In the same year, the City Labor Union granted the school more than 6.6 billion VND to buy a factory of Gia Dinh Textile and Garment Company at 98 Ngo Tat To, Binh Thanh District. Dr. Dang Ngoc Tung - Chairman of the Board of Directors of the University in the name of the purchase, the certificate of house ownership and residential land use right was granted to Ton Duc Thang Private University of Technology (owned by the Trade Union).
The school borrowed VND 37 billion from the City's stimulus fund and VND 4 billion from the City's Confederation of Labor to build the initial headquarters on an area of 2,870 m2 of purchased land, the main building is 5 floors high with a total area of 8,715 m2.
In January 2003, the Prime Minister signed a decision to convert Ton Duc Thang Private University of Technology into Ton Duc Thang Semi-Public University under the People's Committee of Ho Chi Minh City.
In office 2003-2008: Mr. Nguyen Huy Can served as Chairman of the Board of Directors, Assoc. Dr. Bui Ngoc Tho as Rector, 2006: Dr. Le Vinh Danh as Principal.
At the end of 2003, Mr. Dang Ngoc Tung moved to Vietnam General Confederation of Labor, Mr. Nguyen Huy Can was elected Chairman of the City Labor Confederation, Chairman of the Board of Directors. In 2006, Assoc. Prof. Dr. Retired Bui Ngoc Tho, Dr. Le Vinh Danh as Principal.
To implement the 2005 Education Law (No. 38/2005/QH11 dated June 14, 2005), Decree 75/2006/ND-CP dated August 2, 2006 of the Government, the Prime Minister directs the conversion of schools charter universities to private schools, including Ton Duc Thang Semi-Public University. Aware of the disadvantage to the goal of building the working class if the school is transferred to a private type, Dr. Dang Ngoc Tung discussed with the City Confederation of Labor and the Presidium of the General Confederation to apply for the change of the School into a public school, directly under the Vietnam General Confederation of Confederation. With the support of the City Party Committee, the City People's Committee and the Ministry of Education and Training, on June 11, 2008, the Prime Minister signed the Decision No. 747/TTg-QD to transform Ton Duc Thang Semi-Public University into a Ton Duc Thang University is under the Vietnam General Confederation of Labor.
On April 2, 2008, the City People's Committee issued a decision No. 1479/QD/UBNDTP to assign the school 90,725 m2 of land in Tan Phong ward, District 7. The amount of compensation for site clearance is about VND 50 billion due to the City budget.
In office 2008-2013: Mr. Nguyen Huy Can as Chairman of the School Council; In 2013, Mr. Tran Thanh Hai was the Chairman; Dr. Le Vinh Danh as Principal.
After the University changed its legal entity into a public school and moved back to the Vietnam General Confederation of Labor, the General Confederation issued the "Regulations on organization and operation of Ton Duc Thang University", appointing Mr. Nguyen Huy Can - Chairman.
In 2013, Mr. Nguyen Huy Can retired, the Vietnam General Confederation of Labor assigned Mr. Tran Thanh Hai - Chairman of the City Labor Confederation to be the Chairman of the School Council.
During this time, the Vietnam General Confederation of Labor supported and created all favorable conditions for Ton Duc Thang University to develop, including an interest-free loan of VND 40 billion for the first time in 2008, and then VND 100 billion later. to build facilities for the School. In 2009, Dr. Dang Ngoc Tung directly applied for nearly 70 billion VND in government bonds to build the University's first student dormitory at Tan Phong campus in District 7.
At the end of 2013, Mr. Tran Thanh Hai transferred to the Vietnam General Confederation of Labor, the Presidium decided to appoint Dr. Dang Ngoc Tung represents the General Confederation to run for the position of President of the School Council.
In office 2014-2016: Dr. Dang Ngoc Tung as Chairman of the School Council, Dr. Le Vinh Danh as Principal. During this period, the People's Committee of Ho Chi Minh City assigned Ton Duc Thang University to lease 137,576.4m2 of land adjacent to the school at Tan Phong campus (raising the total area to nearly 25ha).
In office 2016-2019: Dr. Bui Van Cuong as Chairman of the School Council, Dr. Le Vinh Danh as Principal.
In office August 2020 - April 2021: No School Council, no Management Board; Dr. Tran Trong Dao, Former Vice Rector for the 2014-2019 term was assigned the task of managing and operating the University.
In office April 2021 - June 2022: Assoc. Dr. Vuong Duc Hoang Quan as Chairman of the School Council, Dr. Tran Trong Dao as Acting Rector. From June 2022, Dr. Vu Anh Duc is the Chairman of the School Council.
